Illinois Seal of Biliteracy

  • Township High School District 211 students can earn the Illinois State Seal of Biliteracy by demonstrating high levels of proficiency in English and an additional language. 

    The Illinois State Board of Education’s Seal of Biliteracy Program will place an official seal on diplomas and official recognition on transcripts of students who qualify in English and another language. District 211 offers the Avant Stamp Language Assessments to help students qualify for the Seal of Biliteracy. The Avant Stamp 4S (4-skill) assesses Reading, Writing, Listening, and Speaking in 15 languages. Languages includes Arabic, English, French, German, Hebrew, Hindi, Italian, Japanese, Korean, Mandarin (simplified), Mandarin (traditional), Polish, Portuguese (Brazilian), Russian, and Spanish 

    A language school representative can also provide your student’s Illinois State Board of Education (ISBE) approved assessment results administered at your student’s language school. Students who meet the ISBE criteria will be awarded the Illinois State Seal of Biliteracy in July. Illinois public universities will accept the State Seal of Biliteracy as equivalent to 2 years of foreign language coursework taken during high school if a student's high school transcript indicates the student has received the State Seal of Biliteracy.

    What are the specific requirements to qualify for the Seal of Biliteracy?

    Students must demonstrate both English proficiency and proficiency in another language other than English. 

    Target Language

    English Langauge 

    • Score of 6 on Standards Based Measurement of Proficiency  (STAMP) 
    • Score of 4 on the AP World Language test

    • 4.8 overall on the ACCESS for ELL

    • College-ready benchmark for the ELA subject area (20) or a composite score of at least (21). 

    • E423 earned a B

    • E625 earned a B

    • 480 Evidence-Based Reading and Writing 

    • AP English Language Composition of 5 

    • Score of 6 on Standards Based Measurement of Proficiency (STAMP)

    Seniors (Grade 12)

    STAMP Languages Tested: 

    The Avant STAMP 4S (4-skill) assessment measures Reading, Writing, Listening, and Speaking in the following languages: Arabic, English, French, German, Hebrew, Hindi, Italian, Japanese, Korean, Mandarin (Simplified), Mandarin (Traditional), Polish, Portuguese (Brazilian), Russian, and Spanish.

    STAMP Assessment Registration and Payment:  

    Registration is closed for the 2024-2025 school year.

    Assessment cost: $44.90 (Hebrew assessment has an additional cost)

    STAMP - At-Home Testing with Live Remote Proctoring

    Students take the assessment at home using a Windows or Mac computer. iPads or other tablet devices are not supported for remote proctoring.
    If you do not have a Windows or Mac computer and would like to test, please contact your Student Services director (numbers are listed below) before registering for the assessment. 

    Equipment and Browser Requirements for Remote Proctored Tests:

    • Devices: Only Chromebooks, Macs (OSX 10.14.6 Mojave or higher), or PCs (Windows 10 or higher) with at least 4GB RAM are supported. iPads or other tablet devices are not supported for remote proctoring.
    • Web Camera: Required with a minimum resolution of 640×640.
    • Headset: Must include a microphone. See the Headset Guide for recommendations.
    • Browsers: Use Chrome (version 87 or higher). Ensure cookies and JavaScript are enabled, permissions for microphone and screen sharing are granted, and the browser is not in incognito/private mode. Disable all extensions except for “Google Input Tools.”

    Score Availability: 

    Scores will be available in Infinite Campus and included on your transcript after July 1. The official Seal of Biliteracy will be available for pickup during the summer in the Student Services Department.
